Described herein are methods of modifying wound healing, cell proliferation or differentiation. The invention relates to a process of enhancing and increasing the efficiency of the repair of tissue, primarily bone or cartilage, using genetically engineered cells such as mesenchymal stem cells which have been isolated from periosteum tissue and transfected with a gene encoding a growth factor for the particular cell type to be repaired. Specific therapeutic examples are provided.
